Can nominees offer a bribe for votes?

CityVoter contests are intended to identify consumers' favorite businesses based purely on popular vote. Nominees are not allowed to offer anything of value as an enticement for people to vote for them. However, nominees are allowed to offer a reward after a vote has been cast; provided, that the reward is not publicized in advance and is produced using the tools provided on the contest site (via the business center).

Notwithstanding the above, a raffle where a prize will be awarded to one voter at the completion of voting is allowed, but is subject to CityVoter's review and approval to confirm the terms do not violate the spirit of the contest, in CityVoter's sole determination.
